Cold water neon?

First topic message reminder :

There is a person selling his tank, but has fish to get rid of his fish first...I asked about the fish, and he said he has some fish that are like a neon, but they are a cold water neon that do not require a heater?? Anyone know what he might be talking about? I asked for a description, but have not heard back yet....
